What is JPEG XL good at?

Very high compression with optional lossless mode, plus it can re-encode existing JPEGs without a second quality loss. It was designed to replace JPEG, PNG and GIF at once.

Can I put a JXL on a website?

Not reliably yet. Safari renders it; Chrome and Firefox do not without a flag. Treat it as an archive format and serve WebP or AVIF to visitors.

Can I animate a single image?

Yes. Supply one photo and pick a motion, and the frames are generated from it rather than from a sequence you upload.

How does it compare with AVIF?

AVIF usually wins on very low bitrates; JXL holds detail better at high quality and encodes faster. For the web today, AVIF has the broader support.
