Why is the output a MOV?

A Live Photo is a still paired with a short QuickTime movie. Handing Photos a MOV is what lets it treat the animation as a Live Photo instead of a video file.

How do I set it as a wallpaper?

Save the MOV to Photos, open it, and choose Use as Wallpaper. Lock screen playback needs the long-press gesture, which only works on Live Photos.

Does it work on Android?

Live Photos are an Apple format. On Android the file is just a normal MOV clip, which plays fine but will not animate on the lock screen.

Does the loop stay smooth?

It plays through once per press rather than looping. GIFs that read as a continuous cycle work best when the first and last frames already match.
