What bitrate should I pick?

96 kbps is transparent enough for speech. Music wants 128 as a floor and 192 if it will be listened to on anything better than phone speakers.

How much smaller does the file get?

Roughly in proportion to the bitrate. Going from 320 to 96 kbps takes about two thirds off, so a 40 MB podcast episode lands near 12 MB.

Does re-encoding lose quality?

Yes, and it compounds. The source has already been through one lossy pass, so compress from the highest quality copy you have rather than from an earlier export.

Can I make a file larger by raising the bitrate?

The file grows but the quality does not. Detail discarded by the first encode is gone, so encoding a 96 kbps source at 320 only wastes space.
