Lower than the source unless you need every frame. 15 fps halves the output of 30 fps footage while keeping the motion legible.

Is this for the web?

Not yet. Chrome and Firefox do not render JXL without a flag, so serve WebP or AVIF to visitors and keep JXL for storage.
