Does this add detail that was not there?

No. It resamples with a smoothing filter, which makes the enlargement clean rather than blocky, but it cannot invent texture the original never captured.

How far can I push it?

Four times linear, which is sixteen times the pixel count. Past roughly 200 percent, softness in the source becomes the limiting factor rather than the algorithm.

Why does my upscaled photo look soft?

Because the detail ceiling is set by the original. Scanning or re-shooting at a higher resolution will always beat enlarging a small file after the fact.

Is this the same as AI upscaling?

No. This is classic resampling and it runs instantly in the page. AI models hallucinate plausible detail, which looks sharper but is not what the camera saw.
